CAHEC, a community development organization focused on affordable housing, has appointed Joaquin Altoro to its Board of Directors, bringing nationally recognized expertise in advancing innovative approaches to housing finance and capital deployment. With over 30 years of experience across banking, state government, and federal leadership, Altoro's distinguished career has focused on promoting equitable housing opportunities through the development of inclusive communities to enhance the quality of life for diverse populations, directly aligning with CAHEC's mission.
Altoro's expertise extends across various sectors within the housing spectrum, including affordable housing finance and housing policy analysis. Currently serving as Managing Director at Falcon Capital Advisors, Altoro helps design and structure complex housing finance transactions while advising partners on strategies to align capital with long-term community development goals. His previous role as Administrator of USDA's Rural Housing Service, a White House Presidential Appointee position, involved managing a $185 billion portfolio of loans, guarantees, and grants supporting single-family and multifamily housing, as well as essential community facilities.
During his tenure at USDA Rural Housing Service, Altoro strengthened programs serving rural and Tribal communities and contributed to federal housing priorities through the White House Domestic Policy Council's Interagency Group on Housing Policy.
